About the Lubbock Continuum of Care (CoC)
The Lubbock Continuum of Care (CoC) is a community-wide network of organizations, advocates, service providers, and volunteers dedicated to preventing and ending homelessness in Lubbock and surrounding areas. We believe that housing is a basic human right, and through collaboration, data-driven solutions, and compassionate outreach, we help individuals and families in crisis find stability, support, and a path to permanent housing.
Lubbock CoC - 2026 PIT Count Report
THANK YOU to everyone who made the Point-in-Time (PIT) Count possible!
29 volunteers, representing 14 plus agencies donated time for this critical one-day event on January 22, 2026. The PIT count is instrumental in helping Lubbock understand the unique needs of the unhoused in our community which helps drive and shape Lubbock's coordinated response. Over 45 individuals attended the March CoC Member and Community Meeting in which PIT (Point in Time), HIC (Housing Inventory Count), SPM (Systems Performance Measures) and Lubbock's HRS (Homeless Response System) were highlighted. Did you know Lubbock's CoC is one of 12 programs in the state of Texas? We are super proud of all we have accomplished together and look forward to building and strengthening Lubbock's CoC and HRS! We are excited about the work we do, passionate about making homelessness rare, brief, and non-recurring in Lubbock. We are also honored to be part of a wider collective effort, determined to do and be better, TOGETHER, for our homeless community.

What We Do:
Coordinate Services:
We bring together shelters, housing programs, healthcare providers, mental health services, and other local partners to create a seamless system of support
Track Progress:
Using data and best practices, we monitor trends, identify needs, and measure outcomes to improve services.
Secure Funding:
We apply for and distribute federal and local funding to agencies that provide housing and supportive services.
Advocate for Change:
We work to influence policies and build community awareness around homelessness and housing insecurity.

NOFO Overview
The HUD CoC Notice of Funding Opportunity (NOFO) allows agencies providing housing and/or supportive services in the Lubbock area to come together, align efforts, and pool expertise and resources. By collaborating with the CoC, these organizations can strategically develop and submit a joint grant under the Lead Agency, on behalf of the Lubbock Continuum of Care (CoC), strengthening our community’s ability to address homelessness and enhance housing stability for those in need. MEMBERSHIP APPLICATIONS ARE CLOSED
Join Our Network of 100+ Members and Partner Agencies working to make a difference!
Annual membership applications are open annually through the month of September.
Those who applied in September 2025 will be contacted to set up a brief introductory meeting with the CoC Board President and Lead Agency. Final Voting and Non-Voting Member approvals will be sent early-to-mid October.
